Dell ships their batteries in bulk packaging from manufacturer to Dell warehouse. For example, when you buy a brand new laptop battery from Dell Canada, it's labelled as Refurb because according to Canadian law, if the product is not sold in it's original shipping package, then it can't be labelled as new. In Canada, there a very strict laws on what you can declare as new and what is refurb. Another good indication is by the quantity of identical models and packaging. I would be more weary of fixers vs overstocks. Try to find out what they mean by refurb ie fixers vs overstocks.

This company basically buys all the returns/open box/overstock or odd left over unsold stock from large retailers and then sells them back with warranty. A company called J Sonic in MTL that sell enormous amounts of refurbished electronics at very interesting prices.
